I do not think that we can accent the

principle that the whole cost of this dredging

should be borne by the .h. ovt., at any rate

until we have consulted the overnor in the

matter.

In Sir .Shuckburgh's absence I think we

can only request that para. 6 may be qualified

by a statement that the C.0. representative

on the Committee reserved his opinion on the

question of the imposition of additional

dues on shipping pending further consultation

with the overnor.
